韓 5년간 5조 투입했지만 '글로벌 스타트업' 제로…이스라엘은

필자는 새해 결심을 그다지 좋아하지 않지만 연말 결산에 대해선 믿는 편입니다. 단지 새해에 이룰 계획을 세우기보다는 지난해를 되돌아보고 무엇이 잘 됐고 무엇을 개선해야 하는지를 살펴보는데 시간을 할애하는 편이죠. 그래서 지금 한국이 스타트업 국가로서 발전하는데 있어 그동안 정부가 어떤 일을 해왔는지 살펴보고자 합니다.


이 문제는 필자와도 깊은 연관이 있습니다. 왜냐하면 필자는 2012년 한국으로 건너와 한국의 스타트업들이 세계로 뻗어나갈 수 있도록 투자하고 노력해 왔기 때문입니다. 그 이듬해 박근혜 전 대통령이 ‘창조 경제’라는 이름 아래 한국의 미래 성장동력으로서 스타트업을 지목했고, 문재인 대통령은 이를 이어받아 스타트업 지원을 이어가고 있습니다. 그런데 이 프로젝트가 얼만큼 성과를 냈을까요?

안타깝게도, 현 시점에서 볼 때 기준을 ‘겨우 통과’하는 수준에 그쳐 보입니다. 왜냐하면 창조 경제 출범 이후 지금까지 의미있는 성과로서의 글로벌 스타트업이 배출되지 못했기 때문이죠.

경제적 관점에서 봤을 때, 이 프로젝트에 투입된 자금(연간 1조원씩 5년 간)에 불구하고 이를 통해 얻은 성과는 거의 제로에 가깝습니다. 비교를 위해 같은 기간 인구가 850만명 뿐인 이스라엘에서는 해마다 기업가치가 1조원이 넘는 ‘유니콘’ 기업들이 배출돼 엑시트를 해왔습니다.

작년 한 해에만 '모빌아이'(Mobileye)라는 스타트업이 인텔에 150억 달러(16조원)에 인수된 사례가 있습니다. 그리고 여기서 거둔 세금으로만 이스라엘 정부는 한국이 창조 경제 프로젝트에 쏟아부은 투자 액수를 모조리 회수할 수 있었습니다.


투자에 대한 성과가 제로라면, 그 프로젝트를 폐기하는 것이 옳을까요? 필자는 그렇게 생각하지 않습니다. 왜냐하면 한국에 살면 살수록 스타트업 경제야말로 진짜 한국의 미래를 여는 열쇠라고 믿게 되기 때문입니다.

삼성이나 LG, 현대와 같은 대기업들이 성공의 정점에 다가갈수록 한국은 점점 ‘패스트 팔로워’(fast follower)의 지위를 중국에 뺏기고 있습니다. 따라서 인구 면에서나 천연 자원 면에서나 우위에 놓인 중국과 일본 사이에 껴있는 한국은 앞으로 '열심히'가 아닌 '똑똑하게' 일을 처리해야 합니다. 패스트 팔로워가 아닌 '퍼스트 무버'(first mover)가 되는 전략이 필요한 거죠.

비록 아직 결과는 실망스럽더라도, 스타트업 지원 방향만큼은 옳다고 생각합니다. 필자는 한국에 처음 발을 딛었던 2012년 당시 여러 벤처캐피털(VC)들을 만나서 사업 초기 단계에 있는 스타트업 투자에 동참해달라고 요청한 적이 있었습니다. 왜냐하면 스타트업 경제를 만드는데 있어 초기 투자가 매우 핵심이기 때문입니다.

2013년 전에는 한국 VC들이 스타트업에 아예 관심이 없었고, 위험성이 적은 프로젝트에 참여하는 데만 관심이 있었을 뿐이었습니다. 완전히 망해버릴 가능성이 있는 작은 스타트업에 투자하기보단 이미 커버려서 수년 후 안정적인 20%대의 수익을 안겨줄 수 있는 큰 회사에만 수십억원을 투자했습니다.

초기 단계의 스타트업 투자는 이보다는 훨씬 적은 액수인 1000만원에서 1억원 사이의 투자금이 필요합니다. 또한 여러 스타트업에 투자해야 하는데, 그 중 대부분은 실패로 돌아갈 것이고 적은 수의 스타트업만이 살아남아 실패로 인한 투자손실액 전부를 상회할 정도의 수익을 안겨주곤 합니다.

그러나 미성숙한 환경에서는 절대로 이같은 스타트업 투자가 있기 힘듭니다. 따라서 정부의 지원을 통해 스타트업 투자를 집행하도록 권장하지 못한다면, 이런 일은 절대 일어나기 힘듭니다.

정부의 스타트업 지원 프로젝트에서 좋은 뉴스는 의도 자체는 분명히 좋다는 것이고, 나쁜 뉴스는 결과값이 실망스럽다는 것입니다. 만약 제가 어떤 투자회사의 사장이고 스타트업들에 5조원을 투자했는데도 단 한 곳의 스타트업도 글로벌 규모로 성장시키지 못했다면, 아마도 전 곧바로 해고됐을 것입니다.

따라서 그 누구에게도 해고의 위험이 따르는 결정을 제안하기보단, 경로를 재계산해 볼 필요가 있습니다. 그리고 바로 그것이 연말 결산의 진짜 의미입니다. 실질적으로 우리가 했던 일들을 돌아보고, 계획을 수정해 다가올 한 해를 대비하는 것이죠.

한국에 거주하는 사람이자 활발히 한국 스타트업들에 투자하는 사람의 입장으로서, 필자는 한국의 스타트업 경제가 꽃피워 경제 성장에 버팀목이 될 수 있기를 진심으로 바랍니다. (번역: 신경아)


Korea as a startup nation: 2018 scoreboard (part 1)

I’m not a big fan of new year resolutions. If you want to start doing something, you may as well start doing it today – why wait for January 1st? But I do believe in a year end reflection. Rather than make empty promises about next year, I much rather spend my time looking back at the year that ended and reflect on what went well and what needs improvement.

Since this is president Moon’s first year in office, let's use the end of 2017 to reflect on the government’s activities in making Korea the next startup nation.

This question is especially personal to me. I came to Korea in 2012 trying to make Korean startups successful in the global world. In an incredible coincidence, just a year later President Park announced the “Creative Economy” initiative which specifically highlighted startups as the future growth engine for Korea. President Moon who succeeded Park has continued, both in words and action, Park’s initiative. So how is this initiative going and what can be done better?

Unfortunately, it seems at the moment the initiative gets a “barely passing” grade. Korea has failed to produce any meaningful global startups since the beginning of the “Creative Economy” initiative. In economic terms, if you compare the amounts of money that were put into the project (more than $1 Billion annually over 5 years), the return on investment of over $5B is close to zero. For the sake of comparison, during that time Israel (a country of just 8.5 Million people) has produced several “unicorn” exits every year. Just last year, the Israeli “Mobileye” was acquired by Intel for over $15B. The tax alone on this acquisition would give the Israeli government the equivalent of Korea’s creative economy initiative investment so far.

If the return on investment is zero, is the right decision to just shut down the initiative? I don’t think so. The more I live in Korea the more I’m convinced that startup economy is the key to Korea’s future. Companies like Samsung, LG and Hyundai are reaching the peak of their success and Korea is gradually losing its “fast follower” status to China. Squeezed between China and Japan who are both larger in terms of manpower, and without natural resources to provide easy revenue, Korea must work smarter, not harder. Be a first mover and not a follower.

Although the results are disappointing, I believe the direction is correct; when I arrived in Korea in 2012, I knocked on the doors of dozens of VCs to ask them to join me in investing in early stage startups; when building a startup economy early stage is the key and even more so if you want to create successful global startups. Before 2013, Korean VCs were completely uninterested. The VCs only wanted to participate in large ticket low-risk projects. They would much rather invest a few Million dollars in a mature company and get a modest 20% return after several years than take a risk with several much smaller companies who may fail completely. For early stage startups, you need to write much smaller checks - $10k to $100k. You also need to be prepared to invest in dozens of startups and see most of them fail with only a small fraction bringing returns that cover the losses of all the failed ones. It is hard to do in an immature climate and without the government money encouraging investors to take the risk this would probably have never happened.

So the good news, as they say, is that the intentions are good. The bad news, however, is that the results are disappointing. If I was the head of an investment firm that just invested $5B in startups while not producing even a single global success, I would be fired immediately. So while I’m not suggesting anyone be fired, I think we definitely should recalculate our route. This is what year end reflection is for: to realistically look at what we did and adjust our plans in the upcoming year to fix any shortcomings.

Next week I will share my opinions of what the Korean government did right and where they went in what I think is the wrong direction. I also have some suggestions that I hope they follow. As an active investor in Korean startups and a resident in Korea I’d like to see the Korean startup ecosystem succeed, taking the Korean economy up with it.
