Korea as a startup nation: 2018 scoreboard (part 1)

I¡¯m not a big fan of new year resolutions. If you want to start doing something, you may as well start doing it today – why wait for January 1st? But I do believe in a year end reflection. Rather than make empty promises about next year, I much rather spend my time looking back at the year that ended and reflect on what went well and what needs improvement.

Since this is president Moon¡¯s first year in office, let's use the end of 2017 to reflect on the government¡¯s activities in making Korea the next startup nation.

This question is especially personal to me. I came to Korea in 2012 trying to make Korean startups successful in the global world. In an incredible coincidence, just a year later President Park announced the ¡°Creative Economy¡± initiative which specifically highlighted startups as the future growth engine for Korea. President Moon who succeeded Park has continued, both in words and action, Park¡¯s initiative. So how is this initiative going and what can be done better?

Unfortunately, it seems at the moment the initiative gets a ¡°barely passing¡± grade. Korea has failed to produce any meaningful global startups since the beginning of the ¡°Creative Economy¡± initiative. In economic terms, if you compare the amounts of money that were put into the project (more than $1 Billion annually over 5 years), the return on investment of over $5B is close to zero. For the sake of comparison, during that time Israel (a country of just 8.5 Million people) has produced several ¡°unicorn¡± exits every year. Just last year, the Israeli ¡°Mobileye¡± was acquired by Intel for over $15B. The tax alone on this acquisition would give the Israeli government the equivalent of Korea¡¯s creative economy initiative investment so far.

If the return on investment is zero, is the right decision to just shut down the initiative? I don¡¯t think so. The more I live in Korea the more I¡¯m convinced that startup economy is the key to Korea¡¯s future. Companies like Samsung, LG and Hyundai are reaching the peak of their success and Korea is gradually losing its ¡°fast follower¡± status to China. Squeezed between China and Japan who are both larger in terms of manpower, and without natural resources to provide easy revenue, Korea must work smarter, not harder. Be a first mover and not a follower.

Although the results are disappointing, I believe the direction is correct; when I arrived in Korea in 2012, I knocked on the doors of dozens of VCs to ask them to join me in investing in early stage startups; when building a startup economy early stage is the key and even more so if you want to create successful global startups. Before 2013, Korean VCs were completely uninterested. The VCs only wanted to participate in large ticket low-risk projects. They would much rather invest a few Million dollars in a mature company and get a modest 20% return after several years than take a risk with several much smaller companies who may fail completely. For early stage startups, you need to write much smaller checks - $10k to $100k. You also need to be prepared to invest in dozens of startups and see most of them fail with only a small fraction bringing returns that cover the losses of all the failed ones. It is hard to do in an immature climate and without the government money encouraging investors to take the risk this would probably have never happened.

So the good news, as they say, is that the intentions are good. The bad news, however, is that the results are disappointing. If I was the head of an investment firm that just invested $5B in startups while not producing even a single global success, I would be fired immediately. So while I¡¯m not suggesting anyone be fired, I think we definitely should recalculate our route. This is what year end reflection is for: to realistically look at what we did and adjust our plans in the upcoming year to fix any shortcomings.

Next week I will share my opinions of what the Korean government did right and where they went in what I think is the wrong direction. I also have some suggestions that I hope they follow. As an active investor in Korean startups and a resident in Korea I¡¯d like to see the Korean startup ecosystem succeed, taking the Korean economy up with it.
