세계 경제, 정치 지도자들이 한자리에 모여 주요 현안을 논의하는 다보스포럼이 어제 막을 내렸습니다. 세계적 금융위기와 경기불황 속에 열린 이번 포럼에서는 위기 극복을 위한 다양한 해법이 제시됐습니다. 원자바오 중국총리, 클린턴 미 대통령 등 주요 인사 4명의 발언 내용 직접 들어보시겠습니다.


원자바오 중국 총리

As we all know, the international financial crisis has inflicted a rather big impact on China's real economy. Last year our growth rate was 9 percent, but in the fourth quarter of 2008, the growth rate of the Chinese economy was just 6.8 percent. The Chinese economy is now under mounting downward pressure. Under such circumstances, we have set the target of a growth rate of about 8 percent for the year 2009. We think this is a necessary target and is also an attainable target through hard work

모두가 알다시피 세계적 금융 위기는 중국 실물경제에 큰 충격을 주고 있다. 지난해 중국 경제성장률은 9%였지만 4분기 성장률은 6.8%에 불과했다. 중국 경제는 지금 하방 압력을 강하게 받고 있다. 이런 상황 하에서 올해 성장률을 약 8%로 잡고 있는 데 이것은 달성해여 할 목표이며 실현 가능한 목표라고 생각한다.

자연적 요인들이 한 점으로 모여 파괴적인 능력이 배가될 때 사용되는 개념인 ‘거대한 폭풍’이라는 잘 알려진 단어가 있다. 현재의 위기가 ‘거대한 폭풍’과 같다.

Today, the pride of Wall Street's investment banks have virtually ceased to exist. They have suffered losses surpassing their total revenues of the last 25 years, cumulative. Only this example better than any criticism describes the real situation

월스트리트 투자은행의 자부심은 이제 존재하지도 않는다. 투자은행들은 지난 25년 동안 전체 총수입보다도 많은 거대한 손실을 입었다. 어떠한 비판보다도 이같은 사실이 현재의 위기 상황을 잘 보여준다.

I believe that when we get through this, we'll have a 21st century finance system that will make money the old fashioned way by investing in goods and services that are needed for the modern world. So I think it will be quite a modern economy but I think we will go back to a lot more traditional finance. People will still make money but it won't be like it was in this decade. And I think that will be a good thing. But the main thing is to get through this as quickly as we can. I think that President (Barack) Obama has an excellent economic team and I think they'll make good decisions. These problems are at one level mind numbingly complex and at another it's fairly simple."

이번 위기가 끝나면 우리는 21세기 경제 시스템으로 갈 수 있다. 지금 세계가 필요로 하는 상품과 서비스에 투자하는 과거의 방식으로 돈을 버는 시스템이다. 그래서 나는 이것이 완전한 현대경제라 생각하는 데 사실 더욱 전통적인 금융 시스템으로 돌아갈 것이라 본다. 사람들은 여전히 돈을 벌겠지만 최근 10년과는 다를 것이다. 그것은 좋은 일이 될 것이다.

그러나 중요한 것은 가능한 빨리 위기를 극복하는 것이다. 오바마 대통령은 훌륭한 경제 팀을 갖고 있고 그들이 현명한 결정을 할 것이라 믿는다. 이러한 문제들은 한편에서는 복잡해보이지만 다른 측면에서 보면 꽤 단순하다.

No one knows how long the crisis is going to last. I say in my letter that I feel pretty confident that if you look out five or 10 years we'll be back on a very strong, positive economic growth track, but that still leaves a number of years here where things are going to be tumultuous, and the world should feel good if it's able to maintain the needs of the poorest during this time when resource trade-offs are tougher than ever."
